What is a Community Needs Analysis?
A Community Needs Analysis considers what services and facilities a local community will need to support their population. To undertake a needs analysis, we look at the current provision of community facilities and services, current and projected population data trends, waitlists and other indicators as well as speaking with the community and key stakeholders to understand their needs.
Why does the Town need a Community Needs Analysis?
Once a comprehensive Community Needs Analysis has been produced, priority services and facilities can be properly identified. This provides a solid framework for defining ‘community benefits,’ which would be highly valued by a local community and able to be delivered by either the local authority or via private development in line with the planning system.

These are the services and facilities that can all provide ‘community benefit’. The categories we are looking at are as follows:
How is a Community Needs Analysis related to the planning system?
The Town of Mosman Park (the Town) is currently receiving numerous and complex development applications seeking discretion to achieve additional height and plot ratio bonuses through the delivery of ‘community benefit’. Currently, the Town lacks sufficient data or direction to meaningfully negotiate with developers when variations are being proposed to the Local Planning Scheme through either the Joint Development Assessment Panel process or recently concluded State Development Assessment Unit pathway.
While the Local Planning Scheme acts as a guideline for development and height allowances, it is not set in stone and can be altered, if the applicant (or developer) can demonstrate that they are providing significant community benefit in some form.
I've recently contributed similar information in previous Town engagements. Is my feedback being listened to?
Yes, it is. We know that the Mosman Park community has recently given lots of feedback in relation to the Strategic Community Plan and the Glyde Street town centre project. This feedback will be considered by the project team as part of the desktop research of the Community Needs Analysis.
