Why is the Town of Mosman Park creating a Council Plan?

The Local Government Amendment Act 2023, enacted in May 2023, includes provisions that will require all local governments to replace their Strategic Community Plan and Corporate Business Plan with a single Council Plan. While the provisions are not yet in effect, the Department of Local Government, Industry Regulation and Safety has expressed support for local governments to transition early to this format, and several local governments have done so.

    What is a Council Plan?

A Council Plan is a strategic document that sets the longterm objectives, priorities and services the Town will deliver for the community. It forms part of the State Government’s proposed Local Government Reform, which aims to simplify how councils plan for the future. The Council Plan replaces the Strategic Community Plan and Corporate Business Plan. The Council Plan will bring the long‑term strategic vision and medium‑term priorities together into one integrated document.

How is the Council Plan different from the Local Planning Strategy?

Great question! A Local Planning Strategy focuses on land use, zoning and development patterns. The Council Plan is broader and is one of the Town’s key strategic documents. It guides the Town’s overall direction, priorities and services.

How can the community get involved?

Community input plays a vital role in shaping the Council Plan. To begin the process, the Town will host an open workshop that will help inform the development of the community survey. Following the workshop, a survey will be made available to all residents, giving everyone the opportunity to share their aspirations and priorities for the Town’s future.

When will the Council Plan come into effect?

The Council Plan will come into effect once the State Government’s new provisions commence. Although the exact start date has not yet been confirmed, the Town is preparing early so that it is ready when the reforms are introduced.

How will the Council Plan be used?

The Council Plan will guide future services, projects and resource planning. It helps ensure the Town’s decisions and investments reflect community priorities and align with long‑term goals. It is intended to streamline planning and provide a clear direction for the organisation.

Why are other local councils already using a Council Plan?

Several Western Australian local governments have chosen to transition early because the State Government has expressed support for adopting the Council Plan format ahead of the legislative change. Early adoption helps ensure strategic alignment and reduces the need for future document restructuring.
