Community Consultation – Proposed Amendment to Local Planning Policy 03: Minim Cove Estate Design Guidelines
The Town of Mosman Park is seeking community feedback on proposed changes to Local Planning Policy 03 – Minim Cove Estate Design Guidelines (LPP03).
At its Ordinary Council Meeting on 28 July 2026, Council resolved to advertise the proposed amendment for public comment.
LPP03 applies to properties within the Minim Cove Estate, and the Town welcomes your feedback on the proposed changes.
What is proposed?
The Town is proposing to retain the maximum building height provisions of LPP03 and remove the remaining provisions of the policy.
The provisions proposed for removal relate to:
- garage setbacks;
- primary and secondary street setbacks;
- boundary walls;
- fencing and retaining walls; and
- vehicle access to public open space.
Why are these changes proposed?
LPP03 was originally developed to support the Minim Cove Outline Development Plan. The Outline Development Plan expired on 18 October 2025 under the ten-year limit set out in the Planning and Development (Local Planning Schemes) Regulations 2015.
The Department of Planning, Lands and Heritage has advised that the Outline Development Plan is no longer required, as the Minim Cove Estate is now largely built out.
Following a review of LPP03, the Town has identified that many of the remaining provisions largely duplicate requirements already contained within the Residential Design Codes.
The proposed amendment aims to:
- remove requirements that duplicate existing planning controls;
- simplify the planning assessment process for landowners; and
- retain the maximum building height controls, which align with the restrictive covenants on Minim Cove property titles.

Submissions must be made in writing and received by close of business Thursday 24 September 2026.

All submissions received during the consultation period will be considered by Council before it makes a decision on whether to adopt the amended policy.
