Update 01/04/26 - Noise Management
Summary – Noise Management Plan for 130 Wellington Street
Purpose:
The purpose of these works is to install underground power cables and modifications to the overhead power poles and cables and are being conducted by Cable Layers Australia (CLA) on behalf of Western Power.
These works have been assessed in accordance with the Environmental Protection (Noise) Regulations 1997 and are being carried out under a Regulation 13 Noise Management Plan, which has been formally approved by the Town. This approval allows specific activities to occur outside of standard hours, provided noise‑control measures are followed.
Scope of works:
- Works to be undertaken on Wellington Street and Manning Street
- Installation of underground power cables
- Modifications to existing overhead electrical infrastructure
- Works occurring within residential and mixed-use areas
Timing of works:
- Night works scheduled between 7pm and 5am
- Conducted over multiple dates during the period 30 March to 17 April 2026
- Night works selected to reduce traffic impacts and improve safety
It should be noted that the works will not be continuous all night on every night but will be conducted between these dates and times as and when the project requires. For a number of reasons, primarily for public safety, the need to close roads and the safety of workers, night works are deemed to be the most appropriate timeframe, causing the least disruption to residents and ensuring the works achieve the highest level of public and worker safety.
Affected area:
Properties within approximately 100 metres of the work zone are identified as potentially impacted and have been notified by the contractor.
Key noise management measures:
Given that noise is potentially the most significant factor in these works, the contractor submitted a noise Management Plan (NMP) demonstrating how emissions will remain within allowable limits and that excessive noise is minimised and controlled.
The NMP addressed the following issues:
- Compliance with AS2436-2010, Section 4 – Project Planning and Supervision;
- Voice levels;
- Playing of radios;
- Noisy equipment;
- Loading and unloading of equipment;
- Machines that are used intermittently; and
- Vehicle movements and reversing
All points have been satisfactorily elaborated on in the NMP and accepted by the Town.
The Town has subsequently approved the NMP with the following additional conditions designed to further minimise the impact on residents:
- Cable Layers Australia must provide notification at least 7 days prior to the proposed construction work to occupiers of all noise sensitive premises of which noise emissions received are likely to fail to comply with the standard prescribed under regulation 7, in accordance with regulation 13(3)(d).
- No horseplay or shouting will be tolerated on site.
- Equipment used will be the quietest reasonably available.
- All mobile machinery and stationary equipment will be fitted with noise control equipment as per the manufacturer's specifications.
- Where required broadband (white noise) reversing alarms will be fitted to mobile plant.
- No radios will be allowed to operate during the out of hours work and workers will be advised to be respectful of surrounding properties when arriving, being on, and leaving site.
These conditions are enforceable, and the contractor is obligated to comply with them at all times throughout the duration of this construction project. In the event that works are not carried out respectfully and in accordance with the approved plan, the Town may take appropriate action.
