Was the Town made aware of this media announcement prior to Minister Carey’s 16th November 2025 press release?

    The Town was not aware that this media announcement was coming. The Town has spent considerable time and resources in preparing the Mosman Park Village Precinct Structure Plan and Amendment 11 to Local Planning Scheme No.3 being adopted by Council in February 2025 for consent to advertise. This is with the Department of Planning, and we were awaiting consent from the WAPC and the Minister to proceed.

    The Town has a Draft Local Planning Strategy that is scheduled to be presented to Council soon, will this impact that project?

    We have a Draft Local Planning Strategy that is currently scheduled to be presented to Council in February 2026 for final adoption. The Department of Planning have advised the Town that we will not be required to revisit the fundamentals of the Strategy, and that in principle the Draft Strategy embodies the work around the Mosman Park Train station that has been expected of the Town.

    What will happen with the Mosman Park Village Precinct Structure Plan, Scheme Amendment 11 and all the work that has already been undertaken and paid for by the Town?

    The hard work and effort, including feedback from the community, will not be lost. This work will inform the project team at the Department of Planning in their development of an improvement scheme. They will now be the responsible authority managing this project moving forward.

    Will the Town still be involved? Have we as a community now lost our voice or a seat at the table?

    Yes, the Town will be collaborating with the Precincts and Projects Team, led by Executive Director Glen Finn at the Department of Planning. The Minister has stated that further consultation will occur, the Town is not yet privy to specific details or timing but will keep the community informed.

    Who will be responsible for the creation of an improvement scheme, what will it look like?

    The Department of Planning Lands and Heritage (DPLH) will be responsible for the scheme. It will function similarly to other Improvement Schemes that are in place within the Metropolitan Area, for example the Shenton Park Hospital Redevelopment Site (Montario Quarter) which sits within the City of Nedlands, which can be found via this link https://www.wa.gov.au/government/publications/shenton-park-hospital-redevelopment-improvement-scheme-no-1 

    What are the details of the plan, how do I know if I am within or outside of this improvement precinct catchment?

    There are currently no specific details regarding which properties are or are not included in the improvement scheme area, this will now become a Department of Planning project, and all enquiries should be made to the Department. Glen Finn, Executive Director Precincts and Projects, is responsible for the Mosman Park Station project.

    Early indication is that a walkable catchment of 800m from the centre of the train station will form the premise behind the creation of the improvement scheme boundary area.
