Why is the Town amending the Scheme?

    The State Government is implementing its ‘Planning Reform’ agenda to improve the State’s planning system. It aims to simplify the planning system by standardising and making local planning schemes more similar and improve consistency across local governments. The Town also wants to apply the most appropriate and consistent parking and transport related infrastructure provisions to development assessment, ensuring suitability is maintained for the local context and the community. 

    When will the Local Planning Policy come into effect?

    The Local Planning Scheme No.3 will need to be amended, and the parking provisions being therefore removed prior to to LPP 46 being adopted.

    How will this change how I can or can’t develop/use my property?

    Depending on the nature of the land use and its proximity to public transport, the development potential of a site may be affected by the requirement to provide less on-site car parking. 

     

    All existing planning and development controls for each zone will largely remain as they are currently with the Scheme Amendment and subsequent Local Planning Policy only applying to new non-residential developments or the parking requirements of those land uses. Residential car parking requirements will remain as per the Residential Design Codes. The main objective of the Local Planning Policy will be to ensure suitable parking is provided for non-residential land use and development which meets the needs of its users, development that promotes alternative use of transport, is appropriate for its location, and does not detrimentally impact the surrounding area.

    Can I still operate an existing established office or shop without modifying my current parking arrangements?

    Yes, established uses with appropriate approvals in place will be able to continue operating and therefore the provisions are not retroactive. 

    But what about Glyde Street?

    The Town has adopted the Glyde Street Streetscape Masterplan in July 2025. There are several resolution items of Council that are required to be fulfilled prior to any reallocation of on-street car parking, including a detailed parking study. 

     

    With redevelopment of key sites along Glyde Street, the assessment of those sites needs to consider the current requirements for parking and infrastructure based on land use, and car parking being provided for on-site. 

     

    There are currently businesses operating on-Glyde Street which rely on street parking. This proposal is seeking to ensure that the appropriate car parking ratios are provided for based on land use and operational needs, and that increased pressure on street parking is not amplified with redevelopment. 

    But what about Wellington Street Shops and Mos Lane?

    The Town acknowledges the disruption of the Mos Lane development and the existing shops on Wellington Street. The Town is working with the business owners and the builder / developer to best manage car parking on-street and in the surrounding area during this construction period. 

     

    The Mos Lane development includes public realm upgrades which will provide new on-street parking opportunities to Manning and Samson Street, as well as a two-level basement car park for the commercial tenancies, residents and customers. 

     

    This scheme amendment and policy proposal does not impact on the on-street parking provisions at Wellington Village; it does however set out expectations for car parking requirements for future non-residential land uses and redevelopment which may include the shops on Wellington Street at Wellington Village. 

    What is going to happen next?

    After the advertising period, the Town’s Officers will review the submissions received and make a recommendation for Council to consider, after which the amendment will be sent to the Western Australian Planning Commission for consideration and determination by the Minister for Planning.
