What is a Public Open Space (POS) Strategy?
A Public Open Space (POS) Strategy is a research document that audits all areas of public open space within a local government area. This comprehensive Strategy identifies strengths and weaknesses of the open space and formulates objectives and actions for the local government to work towards improving the appeal, amenity and value of public open spaces within a neighbourhood or suburb.
The ongoing management actions for the public open space will also provide support for requests to obtain and spend public open space contributions from developers.

The main document offers a comprehensive overview of the appendices, with Appendix B and C containing key details on the Town's proposed actions. These three documents are the ideal starting point for reviewing and investigating future Town projects.
Appendix A contains demographic analysis, background review, and classifications of the different types of public open space and therefore may not be the most critical document to review.
Appendix D contains the consolidated assessments for each piece of POS undertaken by Town Officers.
Why does the POS Strategy propose that certain streets are made ‘Active’ or ‘Environmental’?
Modifications to streets can assist in reducing traffic speeds and increase pedestrian safety.
Streets designated ‘Active’ are in direct response to the State Government’s Long Term Cycle Network plan and reflect the majority of bike routes through the Town.
Streets designated ‘Environmental’ link areas of significant greening in the Town which support green corridors and potential linkage for animals.
The POS strategy recommends improving the amenity of some public open spaces in the Town with sports lighting. Can you tell me more about this?
The POS Strategy will be informed by the Town’s endorsed Sport and Recreation Plan 2017-2027. Adopted by Council in 2017, the Sports and Recreation Plan identifies the current and future needs of the Mosman Park community, sporting groups and other local organisations to deliver on the community’s vision for sport and recreation services, programs and facilities.
Based on community consultation feedback in 2022, the installation of sports lighting in public open spaces shows strong support and broad, community benefit. This is because:
Why is the removal of turf recommended in the Strategy?
The Department of Water and Environmental Regulations’ Gnangara Groundwater Allocation Plan established that as of 1 July 2028 less groundwater will be made available to licensed users. Effectively, this means that there will be a 10% reduction to the Town’s current entitlement.
In order to effectively manage the turf within the Town, the overall area of turf must therefore be reduced by more than 10%. The areas that will be subject to turf reductions will be converted into mulch and plants that will receive reduced watering – especially as the Water Corporation will not provide new connections to the scheme water network for the purposes of watering public open space.

Can you tell me more about upgrading skate parks?
There are limited opportunities for young people to engage in physical, social, or recreational activity in public open spaces within Mosman Park. The Town’s skate parks play an important role as a place for connection, amenity and inclusivity among young people in Mosman Park.
The POS Strategy emphasises the importance of providing areas for young people to engage in physical and recreational activity in line with the Town’s Sport and Recreation Plan 2017-2027. It has been recommended that both skate parks at Mann Oval and Tom Perrott Oval undergo a replacement and/or upgrade to ensure these important recreational areas are safe for our community to use.
Is there a proposal to include dual-naming conventions for Public Open Space?
The Town’s endorsed Reflect Reconciliation Action Plan (RAP) recommends dual-naming as a meaningful step towards reconciliation.
Dual-naming facilities and spaces such as parks and meeting rooms in consultation with Traditional Owners helps the Town deliver on our commitment to champion reconciliation and foster an understanding of shared history among our community.
What changes are the POS Strategy proposing to dog exercise areas within the Town?
Subject to investigation and appropriate management, the Strategy proposes to increase the number of designated ‘off-lead’ dog exercise areas in the Town.
While this will entail minimal changes to the Town’s existing dog exercise areas, the document recommends a review of the Dogs in Public Places Policy, as well as the creation of a designated dog exercise area at Minim Cove Park.
We have ensured the POS Strategy reflects the current Dogs in Public Places Policy and the Dog Exercise Areas brochure available on the Town’s website or on request.
Why are you looking at areas of open space for holding events?
Mosman Park is home to a significant number of public open spaces that have the potential to host a variety of events for the whole community to enjoy.
Community consultation during the drafting of the Town’s adopted Strategic Community Plan 2021-2031 indicated a strong demand for more events from both Council and our community. The POS Strategy therefore sets out a recommendation to investigate the suitability of other areas in the Town to host events, including how the Town can minimise amenity impact on surrounding residences.
Will I need to change my house to create surveillance to open space?
No.
One of the actions proposed is to investigate the creation of design requirements that will mean public open space is overlooked by windows or balconies from nearby houses. However, this is identified as an investigative action only and this does not mean it will fully eventuate. Should the Town initiate design requirements, they will only apply to new builds or significant renovations of existing houses.
What are the proposed milestones and timeframes to have the Town’s POS Strategy drafted and adopted?
Following the completion of consultation on 17 November the Town will review all contributions and feedback and amend and/or incorporate it into the Strategy. Following the review and amendment period, the final Strategy will be presented to Council for adoption in the first half of 2024. If you make a submission on the Strategy you will be notified when it is due to go to Council.
