***UPDATE: Council refused the proposed Local Development Plan at a Special Council Meeting on the 20th of November 2020. See minutes here. The main reasoning for refusal was due to the proposed height, bulk and scale and its incompatibility with the surrounding area.

PROPOSED LOCAL DEVELOPMENT PLAN FOR THE WELLINGTON STREET NEIGHBOURHOOD CENTRE – LOTS 9, 10, 11, 20, 21, 50 AND 411-412 MANNING STREET AND LOTS 2, 3, 570, 571, 572, 573, 574, 575 AND 576 WELLINGTON STREET, MOSMAN PARK

Update 20 October - At the community information workshop on Wednesday 14 October 2020, the Town was requested to provide a table summarising the departures from the applicable primary planning controls, that have been proposed in the Wellington Street Local Development Plan submitted by the proponent, Australian Development Capital. This table is now provided here.

The above-mentioned lots on Manning Street in Mosman Park, situated in the Wellington Street Neighbourhood Centre, are proposed to be redeveloped to incorporate a range of retail and commercial uses, landscaped public spaces and approximately 100 apartments and townhouses.


The Town of Mosman Park’s Local Planning Scheme No.3 requires that a Local Development Plan be prepared and approved prior to any application being made for the redevelopment of the Wellington Street Neighbourhood Centre.

Background to the Local Development Plan

The introduction of the Town of Mosman Park Local Planning Scheme No. 3 in February 2018 created new opportunities for multi-storey, mixed-use development within close proximity to existing retail and commercial centres. This aligns with State Government strategic planning objectives, aimed at providing new opportunities for infill development within existing urban areas.

Most of the opportunities for multi-storey, mixed-use development in the Town’s Local Planning Scheme No. 3 are situated in the Town Centre surrounding Mosman Park train station and on the site of the existing Wellington Street Neighbourhood Centre.

Having regard for the significance of the Wellington Street Neighbourhood Centre to the Mosman Park community, the proponent of the subject redevelopment proposal undertook early engagement with the Town of Mosman Park last year, to gain an understanding of its expectations for future redevelopment of the centre.

The Town encouraged the proponent to actively engage with the community to understand their values and aspirations for the future redevelopment. This culminated in a series of on-site community engagement events (known as ‘Neighbourhood Nights’) and Community Reference Group sessions from April to November of last year, which provided valuable community input into the future redevelopment of the Wellington Street Neighbourhood Centre. The community feedback received is documented in the Proposed Local Development Plan and has informed the overall redevelopment proposal.


Design Review of the Proposed Local Development Plan

With the shift towards denser, mixed-use urban infill development, the State Government has been advocating for Local Governments to engage in early design review of development proposals, with the assistance of expert advice from independent architects, urban designers, landscape architects and other professionals. The integration of design review in the planning process is now a key component of State Government planning policy.

The Town of Mosman Park has welcomed this initiative and has adopted a local planning policy that sets out a process for engaging with proponents in a series of three early design review sessions, before a development proposal is submitted for assessment. By engaging in early design review, the Town has the opportunity to contribute to the design quality and evolution of development proposals.

The proposed Local Development Plan for the Wellington Street Neighbourhood Centre has been through its three design review sessions with the Town and its expert Design Review Panel. The proponent has responded constructively to the feedback provided and the Local Development Plan has now reached a point where the Town is ready to share it with the local community.

Attend the ‘Neighbourhood Nights’ Community Evening to find out more

The proponent will be hosting another two ‘Neighbourhood Nights’ events for the community to find out more about the proposed Local Development Plan and their redevelopment proposal for the Wellington Street Neighbourhood Centre. There will be food trucks, kids activities, live music and most importantly, an opportunity for you to meet with the proponent and their team, to learn about what the redevelopment proposal entails.

The Town’s planning officers will also be in attendance to answer any questions you may have.
