The Town of Mosman Park is pleased to advise that Local Planning Policy 40 – Views of Significance (LPP40) and its accompanying Guidelines have been formally adopted by Council at the Ordinary Council Meeting held on 26 May 2026.
We thank everyone who made a submission during the public consultation period. Your feedback informed the final policy, and we are grateful for the community's engagement on an issue that matters to the character and amenity of our Town.
LPP40 has been prepared to provide clearer definitions of what constitutes a view of significance, such as views of the Indian Ocean, the Swan River, the Spit at Point Walter, and the City of Perth skyline. Importantly, the policy also establishes a consistent and transparent framework for assessing the impact of new development on these views. This dual purpose is intended to give applicants and developers greater certainty about what is expected of them, while protecting the reasonable access to views currently enjoyed by existing homes and the wider community.
What this means for the development application (DA) process
LPP40 applies to development applications that seek to depart from the deemed-to-comply building height provisions of the Residential Design Codes and that may impact views of significance. Where this is the case, applicants are encouraged to provide supporting material, which may include three-dimensional modelling and a viewshed analysis, to demonstrate the existing views and the likely impact of the proposal. The Guidelines explain these requirements in detail and set out the matters the Town will consider when assessing each application.
The policy and Guidelines are now in effect and available to view on the Town's website.
