Formal Response to the Draft Mosman Park Station Precinct Improvement Plan
The Town of Mosman Park has provided its formal response to the Western Australian Planning Commission’s (WAPC) Draft Mosman Park Station Precinct Improvement Plan, following community consultation and review of the proposal.
On 16 November 2025, the Minister for Planning, Lands and Heritage announced that the WA Government would resume control over 10 station precincts across the Perth Metropolitan Area, including Mosman Park Train Station. The WAPC subsequently notified the Town of its intention to prepare an Improvement Plan for an 800m radius around the station.
Community consultation was conducted by the Town of Mosman Park between 12 December 2025 and 20 January 2026, including direct correspondence with affected landowners. The Town received 125 submissions, of which 34 were supportive or conditionally supportive, 76 were opposed, and 15 offered no position.
This feedback has informed a report to Council and a subsequent resolution of council, which has been provided to the WAPC Chairperson Emma Cole, including details of all submissions received.
The Town has met with WAPC representatives to discuss alignment with the existing local planning framework and the integration of infrastructure, transport, and future development.
Council has resolved to:
Support the current advanced local planning framework, advocating for the Draft Mosman Park Village Precinct Structure Plan and Scheme Amendment 11 to Local Planning Scheme No.3 to be endorsed and advertised.
Request that the WAPC genuinely engage with the community, in line with best practice standards, and consider all submissions.
Encourage the incorporation of the Town’s detailed planning work into the Improvement Plan.
Advocate for funding and resources for an integrated transport strategy, prioritising level crossing removals, accessible infrastructure, and connections between Fremantle and Perth.
Seek delegated authority to maintain development control over single-house developments and ensure community benefits are integrated into future planning.
The Town will continue to work collaboratively with the WAPC and the WA Government to ensure that Mosman Park Station precinct developments balance community input, sustainable housing growth, and improved transport infrastructure for the region.
