How does this impact on the Town’s 2026 Local Planning Strategy?
The WAPC considered the Town’s Draft 2026 Local Planning Strategy on the 8th July 2026 with recommended modifications to the strategy to appropriately reference the improvement plan and future improvement scheme.
The Town is currently progressing these modifications before a final endorsement of the Strategy by the Minister for planning in the coming weeks.
What will happen with the Mosman Park Village Precinct Structure Plan, Scheme Amendment 11 and all the work that has already been undertaken and paid for by the Town?
The hard work and effort, including feedback from the community, will not be lost.
This work has informed the project team at the Department of Planning in their development of the improvement plan and will be the baseline for the Town in consulting and advocating to the DPLH with regards to the improvement scheme for Mosman Park Station, including for density coding and building height and controls.
It has been indicated by Minister Carey that the Core area (pink) will be controlled by the WAPC and has indicated indicative height of 20 storey potential, with the frame (blue) areas, being a transition zone, with planning control being delegated back to the local government in terms of planning approvals.
Will the Town still be involved? Have we as a community now lost our voice or a seat at the table?
Yes, the Town will be continuing to collaborate with the Precincts and Projects Team, led by Executive Director Glen Finn at the Department of Planning.
The Minister has stated that further 3 months of consultation will occur with regards to the Improvement Scheme, the Town is not yet privy to specific details or timing but will keep the community informed.

Who will be responsible for the creation of an improvement scheme, what will it look like?
The Department of Planning Lands and Heritage (DPLH) will be responsible for the scheme, and it will require the approval of the Western Australian Planning Commission (WAPC) and Minister for Planning. It will function similarly to other Improvement Schemes that are in place within the Metropolitan Area, for example the Shenton Park Hospital Redevelopment Site (Montario Quarter) which sits within the City of Nedlands, which can be found via this link.
What are the details of the plan, how do I know if I am within or outside of this improvement precinct catchment?
The maps released by the DPLH indicate the Improvement Plan Boundary, with a Core and Frame established. As this is a Department of Planning project, and all enquiries should be made to the Department. Glen Finn, Executive Director Precincts and Projects, is responsible for the Mosman Park Station project.
