Update November 2025 – Department of Planning Lands and Heritage to Create a Station Improvement scheme for Mosman Park Station

On the 16th of November 2025, the WA State Government announced that it would be cutting red tape and fast-tracking housing around train station precincts.

It was announced that improvement plans and schemes will be established in up to an 800-metre radius around the 10 train stations to facilitate housing development and enhance consistency in planning and decision-making.

The improvement schemes will establish the State as the body that sets the height and zoning density settings within the precincts, and as the responsible decision-maker.

The Town has prepared Frequently Asked Questions to answer any questions about this process.

The Town encourages that interested parties register their interest for updates via the DPLH Website Planning for vibrant communities centred around train stations and where any concerns or queries relate to this future project, that they be directed towards the Precincts and Projects Team at the DPLH

The Town of Mosman Park is embarking on a new and exciting project to develop a plan for the Mosman Park Town Centre, and we need your help!

Since 2017, the Town have been working on plans to revitalise the town centre. A lot has changed in our Town since then and we understand the need to implement a plan that reflects the needs of the whole Town.

A major consideration for the Mosman Park Town Centre Precinct Structure Plan, will be creating a framework that enables change to meet the future population, whilst respecting the local character of the Town Centre that is so highly valued by the community.

    The Town of Mosman Park have started an exciting project to plan for the future of the area around the Mosman Park Train Station. The project is known as a ‘Precinct Structure Plan’, and it will provide the vision and planning rules to guide future change in this area. 

    The Precinct Structure Plan will concentrate on the land shown on the map below, but this boundary may change if considered appropriate as the project team undertakes a more detailed review of the local context. 

    The Town would now like to understand if the principles developed by the Community Reference Group, accurately reflect the values and aspirations of the broader community.  This survey seeks to understand your level of support for the 18 principles prepared by the Community Reference Group.

    To help the Town prepare this Precinct Structure Plan, a Community Reference Group was formed that included representatives of your local community. The Community Reference Group were asked to consider the following challenge: 

    ‘If development is already happening, and the Town is expected to support additional dwellings, how can we work together to make future development occur in a way that makes our town center a better place for our existing and future community?’

    Over two full day workshops, the Community Reference Group considered six different components of the Precinct Structure Plan. These components are: 

    1. Urban Ecology – This looks at the natural environment of an area and how it may influence how the area may change or be developed (e.g. what is the land shaped like, are there any heritage or cultural sites etc). 
    2. Urban Structure – This looks at the layout of an area (e.g. which way are the properties facing, what is the pattern of the street blocks etc)
    3. Public Realm – This looks at the public spaces such as parks, piazzas, town squares, but also the streets where people move and interact. 
    4. Movement – This looks at how people move around an area using all modes of transport e.g. walking, cycling, public transport and cars. 
    5. Land Use – This looks at how land is used and what activity occurs there e.g. residential, shops, community purpose, office etc. 
    6. Built Form – This looks at how the buildings are designed e.g. how tall they are, how far back they are from the street, how much of the site can be built on etc. 

    For each of these six components, the Community Reference Group developed principles. A principle is a statement that sets a goal for what you are trying to achieve. These principles will be used by the project team to help create planning and design rules for future development.
