The Town is preparing a new Heritage Framework to protect the places of our past that are important to us and in telling the story of Mosman Park. The Town proposes to do this by introducing a new heritage framework and reviewing the documents we already have in place. The new Heritage Framework proposed consists of:

  1. A new Local Planning Policy (LPP) setting out how to manage heritage listed places that propose development.
  2. A revised Local Heritage Survey (LHS) to replace the current Municipal Inventory; and
  3. A revised heritage list;

Local Heritage Survey - (Previously Municipal Inventory- MI) identifies and records places that have a level of heritage significance. The significance of a heritage place is assessed against various heritage values (see FAQ’s for detail). A management category of 1, 2, 3, 4 or 5 is assigned to a place, with a category 1 being the highest level of significance. A Local Heritage survey is an ‘information only’ document and does not have any legal powers.


The Towns Revised Heritage List – The new Local Heritage Survey informs which heritage places in the Town are of the most significant by the assigned management categories. The Town proposes to include those places assigned with a management category 1, 2 and 3 on the Town’s Heritage List. The Town’s Heritage List is afforded legal powers under the Planning and Development Act 2005 (see FAQ’s for more detail).


Local Planning Policy 34 – Management of Heritage Places (LPP34) – The local planning policy has been developed to protect heritage places from development that have potential to impact on a heritage places values. Common aspects of development likely to impact heritage places have been identified with guidance and tools provided on how the Town expects you to avoid them.

The LPP also outlines the Town’s expectations with regard to information provided with a development application. This is to enable the Town to adequately assess what measures have been put in place to ensure that impacts of development have minor impact our most valued heritage places in the Town.


Why are we undertaking a review?

Since our last MHI was prepared and adopted in 2014, legislation has been revised from the Heritage of Western Australia Act 1990 to the Heritage Act 2018. The Heritage Act 2018 requires all local government authorities in Western Australia to survey all places in regard to heritage, and to periodically update that survey.

In response to this requirement the Town is reviewing the 2014 MHI to create a LHS. The Town has appointed specialist heritage consultancy, Element Advisory to assist the Town with this project.

    The Town is pleased to announce the launch of our new Heritage Framework, now officially in effect.

    This initiative reflects the invaluable feedback and ideas shared by our community, ensuring our heritage sites and cultural narratives are preserved for generations to come. A big thank you to the Department of Planning, Lands and Heritage for their assistance in funding the project.

    What’s New?

    Our Heritage Framework includes a new:

    • Local Heritage Survey (replaced the Town’s Municipal Inventory)
    • Heritage List; and
    • Local Planning Policy 34 – Management of Heritage Places.

    We listened to your concerns and aspirations through the Strategic Community Plan 2021-2031 and are proud to implement changes that represent the community’s values.

    The Town requested Council’s approval to advertise the Draft Local Planning Survey and Heritage List to the community at Ordinary Council meeting held on 28 November 2023. The report sought to publicly advertise these 2 documents at the same time as the Amended Draft Local Planning Policy 34 in March/April 2024. This was so that all the documents included in the new Heritage Framework will be advertised all at the same time.

    The Town made a call for nominations of property or places that they consider to be worthy of heritage protection from the community and new information for existing place records. 23 nominations were received which were assessed by the Town’s heritage consultants. It is noted that a number of nominations were for the extension of The Chine and the Coombe place listing.

    The Town sought comments from the community from 7 November 2022 – 4 December 2022. An Information session was also held on Wednesday 16 November 2022 for the public to attend to get an overview of the project from the Town’s consultants.

    The outcome of the heritage consultant’s assessments of new nominations and existing places on the Town’s existing Municipal Inventory, has been outlined in the report scribed for the Ordinary Council report held on 28 November 2024 OCM report 28 Nov 2024
